Is it inflated on delivery ?

You have to inflate it using small air pump-neat ball for young soccer players

I ordered the one in the picture which is black, but got a white one with GLOW CITY all over it in bright green. Anyone else get this?

I think that's just the picture. It appears to be taken at night so you can see the "glow" part of the ball. Mine is white as well. I've seen 4 coaches using these and all of them are white.

Would this be ok for a 9 year old or would the size 3 ball be better?

Size 4 is the recommended size for U-10 play, but I wouldn't use this ball for a "serious" game anyway. It's fine for fun use at that age. I used it for my U-10 team to play in the dark at the end of our fall season.

Is it purely decorative or can you actually play soccer with it? My son & husband will need it to be a sturdy ball.

My two teenagers and their friends have played full on soccer with it several times and it seems to be holding up really well.
