Q: Is this good as an electrical tape???

I wouldn’t use it as a substitute for electrical tape. I use it to bundle wirers together to have the factory look.

Q: does the color fade over time?

Not so much with Tesa branded tape, but some knocks offs bleed and do fade quickly.

Q: Is this equivalent to friction tape?

No, this is a cloth style tape, friction tape is for grip.

Q: Does it provide shielding for wires from outside noise coming through? (i.e. engine whining)

No, this is just a beauty style tape for a cleaner look. Wire can easily poke through this style of tape, for insulation against noise just use shielded wire or cable instead, if you want to make your own, I am sure there are videos online.
