Can this be used for gas?

No: the yellow container is for diesel only. Use the red can for gasoline. The ONLY difference is color of the container and the part (model) number.

What regular cap and spout will fit this No Spill diesel fuel container?

The containers have propriety threads; only caps and spouts from No Spill will work. You might be able to wrap enough Teflon tape around the threads, but I doubt it would work. In addition, diesel (or gasoline) might convert Teflon into a nasty toxic mess! I bought the extension spout, used it with a No Spill 5-gallon gas container (the only difference is the color of container, same threads) so I could fuel an off road vehicle and it works well, worth every penny.

Does the spout fit the new small filler tubes on VW diesel cars

I have a VW diesel. When I fill it I use a funnel that has a goose neck spout and it works great

How do you remove the white insert from the can. I cannot use my fuel pump to transfer fuel to my tractor.

the white insert doesn't come off only the white plastic cap comes off. You have to push the button on the back of the yellow portion to let the fuel out of the can. For me this is the best fuel can I've used, nothing gets spilled. You need to loosen and remove the black ring to fill the can.
