Not to the ground, you will have a bit of a jump down but not too much to worry about. Obviously this is averaging a regular 6 foot stud.

My window sill is 38cm deep will this ladder fit over it?

I don't think it will fit, my window sill is 35cm and to get it to fit I had to cut about 3 cm off the shorter external tubes to ensure the ladder cleared the outside part of the sill. Not sure this is a recommended action but it seemed to work.
