Will it accept a L bracket

It will accept an Arca-Swiss L bracket, if you add an Arca-Swiss mount on the tripod first!

Is is stable enough and safe to use with a Fujifilm Gfx 100s with the 20-35 wide angle zoom or 110 f2?

I use an R5 with a battery grip and the RF 28-70 f2. It’s a hearty rig and this tripod holds it just fine and at multiple angles.

Is it possible to pan and tilt?

It depends what you mean by pan & tilt. The angle of the head is adjustable in much the same way as a ball head but smooth panning & tilting is difficult. There is a universal head adaptor available as an optional extra. I use a Koolehaoda panoramic head & on the standard Peak tripod head to successfully shoot panoramas. I also use an L bracket on my Canon M50 to allow me to shoot panoramas in a portrait format.
