Will this allow me to remotely power cycle a port?

The previous answer is correct and not correct at the same time. Some UPS's support power cycling of "Banks" of ports but not individual ports. It really depends on what the UPS itself can do.

Please let us know if: 1) These units are brand new; 2) What type of warranty do they come with?; 3) Are these sold directly from APC?

1. Yes they are new. 2. No warranty but what Amazon offers on the sale, to my knowledge. 3. No they are not sold by APC.

Does the appropriate console cable come with the card?

I got mine from WEDNET LLC in an ACP box, but without a manufacturer's seal and without a console cable. Card was either broken or already had an IP address. Paid new price but appear to have received used card.
