Q: Will this switch work to control vacuum?

yes, it will be on and off only

Q: Can this solenoid be used with propane gas?

I don't see anything that says this valve is rated for propane or other flammables, and using it for propane may thus cause a hazard, may void your insurance, and may blow up stuff. Don't do it. Don't try to save money on safety critical equipment. It's a fine valve for air.

Q: Are these solenoids safe for use with gasoline and/or NO2?

I would not use with gasoline, they don't have a UL listing or explosion proof electrical connection. NO2 being a poisonous gas I would be cautious to use for that in an enclosed area.
