The height of the table is 20 inches.

Can this be used as an outdoor table?

You could use it outside for a short time (such as for a picnic) but it would need to be on a solid surface as the legs would sink into soft ground. I definitely would not leave it out overnight or in wet/rainy conditions. It's a really nice table for inside, though. I pull it out for my grandsons who are 4 and 6, and fold it up when they go home.

Does this come already assembled?

Yes it is assembled, just take out of the box and fold legs out.
