yes it can rotate 360, but cord will somewhat get in the way when you go past 180 degrees. Arms flex like your knee. Can't hyperextend

Is the bulb daylight ,cool white yellow?

Does the bottom joint stay extended? Can you extend the lamp the entire width of both arms and have it stay extended?

The lamp opens up straight both horizontally and vertically. It stays at whatever angle you choose.
