Q: Can they be planted outside after blooming?

Yes they can be planted after blooming. I wait till after freezing cold weather. Peel off wax and plant. They haven’t bloomed but make beautiful leaves. Have done this for several years.

If you live in a colder climate they need planted about 4 weeks before the ground freezes. Mi e from last year doubled in size this year and were very pretty

Q: Do I have to plant it after the first bloom or will it bloom again next year in the wax?

If you want it to bloom next year you must peel off the wax an plant it soil for next year.

Q: How many stems come from each bulb and about how many blooms per stem?

It varies with each plant. I have given several to family members & we share photos, one stem and 3 or more blooms.
