Q: Does the blower push the smoke hard enough to submerse the tip into a drink to smoke it throughout, or will this need to be done via the air only?

No it's not strong enough to submerse it and it smoke the cocktail. I found it you use a bourbon decanter with a top you can smoke inside it and the cocktail will absorb the smoke if left for just a few mins. The more you let it stay inside the stronger the smoke flavor will be.

Q: Would this work with wood pellets or only chips?

I have used pellets. I crumbled them a little.

Q: I'm buying it as a gift and wondering if it needs anything other than batteries to use right away?

You will need smoke chips. It does not come with any. You can purchase collections of different woods. But that can get pricey. If you have access to pinon, hickory, apple, etc, you can shave it into slivers and small pieces that will burn properly in the space provided.
