Q: So all of your photos show this toilet with the seat but it does not correct? So why are there not toilet seats sold here separately?

You are correct you have to buy the toilet seat separately. I got a pop up asking me if I wanted to buy a toilet seat with a suggested one to buy. I did as suggested and am very happy with it. I did shop retail stores as well as online and most do not come with seats.

Q: do I need to buy a wax ring separately? Bolts?

No. But you do have to buy the toilet seat separately if you buy from Amazon. If you buy from Home Depot the toilet seat is included.
