Yes quite noisy but not stiff. My daughter is average 7year old and can do it well.

Yes my nephew is 10 and 5 foot and he loved playing on it so much so he has asked for it for his birthday. Children from all ages can use it as not hard or stiff.

I got these pogo sticks for our 3 grand children they are all 8 we found the more people (including lots of adults) jumped on them the better they bounced they do have lots of fun on them now hope this helps

Yes, I imagine so. The spring is so hard that only older children can use it. I can't imagine using it anywhere but on tile or outside.
