Yes, we used galvanized wire and wire cutter . Recommend wearing gloves .

Does this have spokes at the bottom where you can put in the ground?

no it doesn't have spokes . We used it for our raised garden wrapping around the 4 poles

is this fencing rust proof or does it need to be treated to prevent rust

The Wire is Galvanized and shouldn't rust for a long time, unless it is underwater or in the ground.I used it for a chicken pen and it's holding up very well.Hope this is helpful to you.David
