1/3 batteries low or no voltage out of package.
Several batteries (about 6) were at low voltage, below 0.7 volts. Some 0.0 volts.Those batteries would not change up which didn't allow for led solar garden light to illuminate.The remaining batteries were at 1.3vdc and works properly. They stay on all night. This is what I would expect for all 20 batteries.
