Did anyone else have issues getting the timer to work? Mine is staying on and not shutting off. I bought the two pack and the other one is working

Does this require a minimum load? I installed it in a kitchen appliance garage to control 3 watts of 12v l.e.d. ribbon and it doesn't like to turn off
