Q: Can I set this to "always on" and then use it with an external timer?

Yes, the sensor will detect the light and make the transformer turn off. If it's in timer mode, it will turns off once light is sensed.

Q: My son keeps getting the error light. He has only hooked up 3 lights so far so not over and not short circuit. Ideas?

The error light comes on when something is shorted out. Check each fixture, each wire, each bulb for continuity. You have to do a process of elimination to find the cause.
