Yeah I was having the same issue. Turns out, HDMI2 port on the monitor doesn't do 60Hz. Try HDMI1 port. It should work. I spent 30 minutes plugging and unplugging. They should prob label that better ngl.

Note that the Frame Rate is a function of the GPU and that the Refresh Rate is how many times a second Hertz or Hz the monitor is updating the screen image. If your graphics card is putting out 90 frames per second then the monitor will be dropping 30 of those frames. The AOC U2790VQ 27" has a maximum refresh rate of 60Hz; if your GPU can deliver more than this, look for a monitor with a refresh rate of 120Hz or more.
