Will the refills fit the parker jotter?

Absolutely! I write a lot, and use Parker Jotter pens, these are my favorite!

will these fit the mini Grafton pen

I’m not sure, I used them for a pen stand desk set and the ink kept drying up and ultimately had to switch to the Parker ballpoint ink cartridges.

Do they fit into Parker IM (1750423)?

No, if that model is an IM rollerball. I think there is an IM ballpoint -- I don't know if these would fit that model, but they definitely don't fit the IM rollerball.
