Can I use this radiator using a Wi-Fi wall socket, does the timer and setting revert to off when the power is disconnected?

I don't understand what you mean by a wi-fi wall socket. Do you mean an ethernet socket? If you do the answer is no. The panel heater must be connected to a permanent mains (240v) supply. I've never done it but if you disconnect the mains it may loose the settings such as the timer. Best to keep it connected permanently. I use a fused spur to connect mine.

When wall mounted is there any room between the panel and the wall? I have a high skirting board which protrudes a centimetre or so out.

The bracket takes approximately 20mm of the 84mm depth of the heater when this is wall mounted.

Yes it can be hard wired into a fused spur. The fused spur must be rated to accept the wattage of your heater.
