Can this hold my cellphone?

Yes it can but you'll need some other pieces. For example, I use a Quad Lock mount on my phone. You'd need to use either one of their cases or their universal mount, their tripod adapter, and also shop for a 1/4-20 to gopro adapter. That being said, Quad Lock's tripod adapter is several inches long and the weight of the phone may make the whole setup unstable unless the backpack strap is cinched down pretty snug. Quad Lock also makes a belt clip that should work but you wouldn't have much adjustability for framing the image.

How long is the battery life? I’m going to hike the 80 I’d like to film from sun up to sundown every day.

This is a mount only, and has nothing to do with the batteries or battery life of your camera.

Can i mount with 1296p hd police body camera,128g memory,cammpro? or do i need additional equipment?

The cammpro body cam does not have the same mounting hardware as the GoPro, so it will not work out of the box without some kind of additional hardware.
