You can expect a ticket for that too. is it worth the penalty points of your license just to arrive early?

are these dual beam (high beams and low in one bulb)?

They are indeed. I didn't find these bulbs to be any better or brighter than OEM, but they are like a standard headlight bulb, both high and low bram.
