Does the 10 pack come i belt of each grit or 10 belts of 1 grit

It's a ten pack of a single grit. Usually a belt sander is used to hog away wood, so it's common to use 60-100 grit only.

Will these work well for steel?

Yes... I make knives and grind all sorts of steel...

Do the belts have a smooth seam?

The seam is their but it doesn't effect the finish.
