does this come pre-assembled?

Yes it's fully assembled. It's a great drying rack - strong & sturdy. Very happy with it.

How much weight can be put on the rack? I'm looking for a drying rack that I can dry my big king size blankets on.

I haven't reached a weight limit on it yet and I've had it full of tennis shoes and jeans. Doubled over the blanket should be fine.

Now that we have put it up there is no way to unlock it and fold it back up. We can not even return it. How does it unlock?

You'll need to lift the two locking clips between the lower and middle tiers in order to collapse the dryer.
