When I connect my pico Baird to my knowledge mouther the active buzzer is on the whole time. Can this be turned off or programmed to be off?

There is static electricity in the air. If it is not controlled, there may be ringing/no ringing/intermittent ringing. The control requires the control of the PICO IO connected to the buzzer. you can connect `BEEP` pin to GND with jumper wire.

Do I need another raspberry pi board for this or is it all stand alone?

It comes with a Pico and should come with headers that you have to solder to the Pico. My original purchase did not include the headers, but you need them in order to be able to do anything. They sent me the headers
