Is this plug and play?

Yes, not sure what you are using them for but for my 2017 Jeep Cherokee Trailhawk they only replaced the inside reverse lights, the ones on the hatch. They are really bright and helped a lot for the backup camera at night.

Does it fit Toyota rav4 2019 reverse light?

The 2019 Rav4 is different than the 2018. Go to the Sylvania website and look at their bulb application chart for the 2019. If the reverse lights are 921 bulbs, these will work.

Anyone try these on a 2016 chevy malibu LT? Any issues with the lights staying lit and never shutting off?

They work really well in my 2012 Titan. At least twice as bright as my original lights and a much whiter light which I prefer. Before buying them, I read some reviews about them being too tight. They do fit tightly in the socket, but at least they won't fall out. I also read reviews about having to put them in the right way (polarity) so I tried each way and in my truck it made no difference. They are nice and bright each way. Very happy I bought these.
