Can I use this on my droopy eyebrows to hold them in place? I'm a woman.

I would be careful putting anything like this near your eyes. I'm no professional, but I would say maybe use something with less chemicals if you just want to hold the hairs in place. Maybe use like Vaseline or something like that. Because this stuff still has chemicals like formaldehyde in it, and not to sure if you sweat and it goes in your eyes, if that would be a good thing..

Is this water-soluble?

It has a great finish, locks in all the hair all day and night. Yes it is water-soluble. It washes out without a problem in the shower. Totally worth the buy!! And it smells great!
