Q: how many fish dose this tank hold?

Goldfish grow big, one goldfish should be in a min of a 120l or 3ft tank. Please do yr research. This small tank is only suitable for guppies, or a betta fish. Or shrimp etc.

Q: I have bought the tank about 1 month ago and for some reason the filter is not pumping water, what do i do?

I would first check that the filter pump motor is low enough in water, (is there enough water in tank to cover most of the pump). Check that the propeller is clean it only takes a little debris to clog the propeller. Take the pump apart and clean the propeller. Take the filter pump motor out of water and switch on briefly to see if it is turning the propeller. If moter is not working best to get back to who ever supplied your tank.
