You are right, but keep in mind, Ripsters will not be that cheap for too much longer longer.

Can they be used for Razor Crazy Cart rear wheels?

I don't know for sure. I would contact Razor and ask someone in customer service if the wheels are interchangeable. I had no problem changing the wheels on the rip stick caster board with these or the rear wheels on the "Powerwing" toy by razor (same size).

Do the green and white wheels actually fit inside a small ripstik?

The small Ripstik (Ripster) uses a different size wheel than the original Razor Ripstik. The wheels of both sizes come in different colors.
