Can these be used on fabric?

Yes, but the charcoal will come off easily, so you'll want to protect the fabric from moisture or rubbing or excessive movement to preserve what you drew on it.

They're made of cedar and white charcoal. Cedar is non-toxic and drawing charcoal of any kind is generally non-toxic. There may be other ingredients in these pencils as well, but the package label states that it conforms to ASTM D-4236 and no mention is made of any toxic materials on the package. ASTM International (previously American Society for Testing and Materials) provides industry standards. You can go to their website to look up the D4236 standards for labeling art materials for chronic health hazards.
