Q: when I remove the cap to add tablets, water rushs out of the chlorinator. How do I stop this without isolating the chlorinator on each side???

I don't have that issue. But due to our setup, chlorinator sits just below pool water level. At ground level, washout would occur more readily. Raising or installing isolation valves will fix

Q: Is there a wrench available to purchase to take the lid off of this chlorinator ?

There may be but I never purchased it. The lid comes off pretty easy for awhile but then as time goes on it does get alot harder to take off. I'd email the seller to find out if they have one or can recommend one or just look up on Amazon/Google to see if you can find one that matches the pattern on top of Chlorinator.

Q: Does this include everything in picture? How many feet of the black line is there and what is inside diameter of the black line???
