Q: what is the length at the smallest setting?

I'm not certain what she means by "the smallest setting".

Q: What is the dial size and the band length? It will fit a big hand?

The dial size is fairly large at approximately 1 3/4 wide, but the band length is short. I bought this for my husband, who has about an 8" or 9" wrist and he can barely buckle it around his wrist.

Q: Is this made in China? Also, does it have a loud ticking noise?

It doesn't say in the watch where was made but I can tell you, the watch is worth the money. The "loud ticking" is a little subjective, but I don't hear it at night and I put it on the night stand right next to bed. Hope I helped.

Q: The description of the band on this watch says "white." I want a black band. Is the band black?

My watch is a slightly different model and the band is black. When I looked at the description of your watch it was listed as white black, meaning white face black band. You should be fine. It is a great watch for the money. Enjoy!
