Yes as long as pets and children stay off the treated area until dry

Q: Will this work on Kudzu??? Can I spray on the kudzu that has grown on my hedges? Will it kill my hedges?

The surfactant by itself won’t kill anything. If you have a herbicide that would kill the Kudzu without harming the hedges then the surfactant would just make the herbicide work better by making it stick better to the target.
