Like others, wrong bolt.
The bolt was .015 undersize and seemingly metric. Spent another 20.00 for a 3/8 fine thread bolt...an inch long. Not 5/8 long that came with it and was too short.

Wrong and missing parts
Arbor came without retaining washer and 10mm screw was the wrong length.
