What size is best for my 28kg Labrador please?

28KG Lab - It's a hefty sized dog & you're always advised to go up a size apparently, because even if you can squeeze the stretchy velcro fasteners under dogs belly, then chances are the floatation will be borderline for a heavy dog, so apparently best to have it a bit loose with more flotation than snug/tight fit with insufficient float - My jack russell terrier needed a medium , I'm guessing but probably an XL for a Labrador ?

When using the rescue straps does it pull on the neck strap? With previous jackets I have noticed when needing to use the rescue straps it pulls.

I use it on a mini dachshund, it doesn’t pull on the neck in my experience
