No, this bag has a chest button in the front to tighten the backpack.

I would like to ask: Can this helmet bag hold a helmet and a set of knee pads and elbow pads at the same time?

It's yes for the large to fit a helmet and a set of knee and elbow pads, only helmet for the medium

What are the dimensions of this bag? I'm looking for one that's 17"x13"x9".

It can fit my 17” laptop in it, but it’s not very comfortable. Things like my snow pants, jacket, gloves fit nice… Rainsuit and 1/2 (3/4) helmet etc.

What's the difference between small and emp small?

It’s just a little bit bigger. I have both. I use the large one to hold my cold weather pants in. It give me a little extra space.
