I have small breasts (34A) and the best bras I have ever owned have this style padding. I don't think they necessarily give a lot of cleavage but they definitely do a good job of discretely making it look like I have a little more going on down there. I will also say, they need to be worn under something that's already pretty tight or supportive because otherwise they're just flopping around inside your clothes. They're also super sticky.
