Does this Disperse in water or oil?

This is primarily used to tint paint, enamel, cosmetics, resin, etc. I do not think it would disperse well in pure oil, although it may be able to in oil-based paints.  I think it would clump in water unless a solvent was used in addition.

I use these pigments to color resin for casting and fluid art.  If casting resin in a mold, the mica pigment can be applied directly to the surface of a silicone mold with a soft makeup application brush, if one is used, and will transfer over to the surface of the resin piece.  (If you are "painting a mold" with the mica, it will go over your "lines" in places - the best way to clean up errant mica is with tape - I use Gorilla Tape for this purpose, in whatever shape and size needed.  Silly putty also helps in tight spots.)

For richer colors, a dark colored resin should be poured behind, and for lighter colors, a lighter background.

A small amount in resin will create a more "ethereal" look, when used to add the colored resin to clear resin.  A more opaque look is used to create specific layers of opaque color.

NOTE:  For more translucent color, try alcohol inks or other specialty liquid colors/tints, specifically referenced for your application.  Alcohol inks and their like are much thinner and will produce various effects depending on the amount used, etc.  Alcohol ink disperses easily and quickly in water and most other substances.  Acrylic paint is also an option, and will tint water, and oil better than a powder would - but be careful, as acrylic may lead to cure issues, etc.

You can also add the pigment directly to resin, to produce various level of opacity.  However, read your MDS for your resin to assure you do not put in too much, which will affect cure.  Know the volume of resin you are using to determine the maximum amount of mica, and stay well below that maximum!

Mica does tend to go a long way, so you only need a very small amount to brush onto a mold or other substrate, and not much more to tint a volume of resin.  However, if you plan to use the mica to tint special paint, you will want to talk to the manufacturer of the paint, and also look on the mica manufacturer's site and youtube to see any guidance for their various formulas.

Again, a little goes a long way.  In the case of Eye Candy, their "super shift" micas, shift color depending upon angle viewed, and were origin ally created for high-end street-racing vehicle paint.  A relatively small amount can tint enough automotive paint to apply to an entire car...

Mica powder pigment is also used in cosmetics and bath products.  Many of the Eye Candy pigments are "cosmetic safe" - and any product should be labeled as such if used in any cosmetics, bath products, etc.  Amounts will vary according to medium, but always start with a smaller amount and build, so you don't have issues with the curing or consistency of any product.

Can I add this to white grout powder to change the color

What base do you add eye candy to? white paint? i am correct to think that for pairing, you add this to base(s)? base examples?

Great question! It really depends on what type of application, i.e. paint, automotive, epoxy, etc. If you are using it for paint or automotive you are correct, the base color will definitely effect the final outcome of the color of the pigment. If you are using a white it will lighten the color and black will darken, etc. We recommend using a like colored base like blue. You can add directly into the base as well which will bring a more metallic look. We frequently do it when we spray vehicles. We hope this helps! Feel free to message us if you need more assistance.
