Is 16 oz (1 pint enough to coat a set of headers?

I believe so I used the 4oz sample and it was more than enough to paint 2 rifles

Can I use this high gloss on aluminum wheels?

You can use Cerakote C-Series on almost any surface as long as it is properly prepared per the manufacturers specifications. All series of Cerakote are specifically useful on aluminum. C-Series has some very big disadvantages when it comes to use on wheels though, it may not hold up as well as some of Cerakote's other finishing products due to the abuse that wheels can take. However, for the DIY crowd at home, C-Series is much more user friendly. Always consult the application and prep instructions prior to starting any project.

Is Black Velvet dry a matte or flat black?

I would call it matte, and looked great when done.
