Can i use the usb port to connect with my power bank?

YES. Depending on the size of your power bank, this can make the player act as a portable player.

Does it need to be charged or have a constant power source?

Yes, it needs to have a constant power supply, and the package has power（5V 2a）

No, it cannot be connected with TV

It says you can preset fm stations, but that doesn't seem to be the case. could i get some help from the seller in case i'm misreading the manual?

It can search stations automatically. Press the first "FM" button to switch to FM mode, and press the second "FM" button to search stations automatically. Search the stations you can find within the station range, and then store them on the number keys. After the search is complete, you can press the number keys to find the corresponding station directly. If you restart your CD player, you will need to follow the above steps again. Hope this helps you!
