Should I up if a 1/2 size? Or do they run long?

I have a slightly wide foot. Would these be comfortable?

Is it a US size ?

If i order a womens 8/mens 9 in the drop down size menu will i get a mens 9? confused, i simply want to purchase a mens size 9
