Can you bake a cake in it

I have never baked in it, but if you use the wire rack that came with the roaster to hold the cake pan up off the bottom I don't see why it wouldn't work. You need to use an oven thermometer to make sure the temperature is correct for what you are baking, because the temp control on the front of the roaster is not very accurate.

will this come to a full boil so I could waterbath can pint or quart jars under?

No..you need a pot that covers the jars by an inch or more..plus it needs to be at a full rolling boil
