Dial and back cover both say Japan. Seiko can be murky here. But if you buy the JDM model you have a much better chance of an all-Japanese product.

We believe so. It is a Japanese spec watch.

Q: Does this watch have a screw down crown

No, but it has water resistance 100 meters.

Q: Can the 24hr sub dial be manually adjusted as a second timezone?

The outer dial of a chronograph watch isn't supposed to rotate. It is meant to be used for time and motion studies. Let say you wanted to know how many rivets a robot can install in an hour. Lets say you use your chronograph to time the robot putting in a rivet and it takes 7 seconds. The Tachymeter ( or sub-dial reads 500 at the 7 second mark, so the robot can repeat that task 500 times per hour.
