Umm usually I would go for a small but as this is a cosplay for people with small bust go up a sideI went and got myself a medium and if fits pretty well ,I would say if you want the skirt to be puffy get an under skirt

Super nice and comfortable !
The outfit fit perfectly and the quality was amazing , it looks exactly like Homuras outfit ! I didn’t expect the tights to fit but they did , and there very comfy ! Definitely recommend especially for the low price !
