Can anyone tell me if you would consider this a dark blue or dark purple ?

Definitely a purple. Very similar to the old Lich Purple by GW or close to Xereus Purple in the newer GW colours

More of a satin than a matt, for a metallic paint. The silver does benefit from a thin coat of gloss varnish over the top.
