I can't tell you with all certainly. If your surface is not smooth, it likely will adhear, but may not be as secure as it could be since it doesn't flex like a sticker can. Hope this helps!

Can you apply them to the car window?

It had 3M very sticky adhesive backing so I don't see why you couldn't. It's not flat like vinyl though so it will not be flush with the window itself if that's what you're looking for.
