Can i use one on my spoon bill snagging pole normally i can only go a couple hours and my finger get baddly bruised?

Never having owned a spoon bill snagging pole I dont see why not. It’s a rod with a reel and fishing line and if your finger hurts after casting for a while this Cannon casting aid will do the trick. There is no pressure on your finger. Couple of turns on the aid and off you go. Highly recommend it if loading rod for a good cast.

what type of reel is this designed for, spinning, bait caster?

Spinning reel and a must if you use braided line. You will save yourself a cut finger when casting. I use it for long casting surf rod.

Is there a practical way to mount this so that it can be easily removed after casting bait then attached to another rod to cast lures then back again
