how long it the cord to plug it in?

The cord is ~42" long from the seat to the base of the plug.

Do you turn it on when you sit down or leave it on? I've never used one before but thinking of getting one.

I turn it on and leave it on, you want it to be nice and toasty when you sit not wait for it to warm up :). BTW, if you lose power it does not automatically turn back on, you must do that manually :).

Will this seat allow for the installation of an add-on bidet device which would have to fit between the seat and the toilet base?

YES! I just installed this with a Brondell Bidet Thinline SimpleSpa SS. The installation was a little finicky, but not much more so than the Brondell unit alone would be. Both units play well together once assembled. For a very reasonable price, I now have all the features I wanted in a washlet without spending hundreds more on a hulking device.

Does it have to be removed for cleaning ?

I'm not seeing any place that would need the removal of the seat to be clean. even the electric housing on the rear has a splash guard of sorts. Cleans up pretty easy.
