Depends on the pick ups the guitar has . The 401 with the active pick ups 60 neck 80 bridge would not be optimal for punk with non active pick ups it would be more suited for punk

does the back of the neck joint have the high fret access carve?

It does not butbyou can still acessbthe higher frets without a problem

Is this the new 2017 ec401 with the black hardware and high access carve or the old ec401 with chrome hardware?

Mine came with chrome hardware it's a decent guitar for the money.
