What handle do I use for this?

just a normal broom handle does the trick.

For a smooth finish is it not better to use a float? Does this not create dimples and bubbles? I want the floor to be smooth enough to paint. Thanks.

if you are using a levelling compound it is better to use the roller, you will end up with a very smooth finish certainly good enough to paint

What (non wooden) telescopic handle do I need for this pls?

I purchased a broom handle from my local hardware store. They are normally wood though you can get plastic coated ones.
